In this case, it is CGI run by Apache and I hesitate to punish the httpd user because of some scripts. May be changing my Apache setup to run CGI with a different user depending on the program? Never tried that.

I was not talking about the capture of IPv6 packets (something that libpcap does for a very long time) but about their decoding. libpcap does not decode, you have to do it yourself with low-level C tricks. pcapy comes with decoders.

Indeed, capitalization does not matter for header names. The HTTP standard, RFC 2616, says in section 4.2 that HTTP headers have the same general syntax as the headers of RFC 822. And RFC 822, section 3.4.7, says that header names are case-insensitive.
