Warning; it seriously bloats the server, it makes it more brittle (one more source of memory leaks) and, when upgrading your system, you have one more dependency to take care of. For such an use case, producing the configuration from a program seems safer.

I would not call it "a pity". For the XML infoset (the content), there is no difference between "<![CDATA[ & ]]>" and "&amp;"... Most XML parsers won't even let you know what was in the original document.

As far as I know, some libraries are wrong, too. I vaguely remember that PHP PEAR had such a bug.
