Yes of course, this is true. Any algorithm that has a limited N is strictly speaking in O(1) and by extension any algorithm working on anyhing that has to be represented in some physical way is in that complexity class. The caveats of theory :).

Fair enough: Consider C = Number of instructions such that the execution time is larger then the estimated age of the universe. Any algorithm with such a runtime is in O(1). An algorithm running in O(exp(N)) with a small (enough) constant is better in the sense that there exists an N such that the algorithm will finish before I die
