Its best to cut/paste the content of your make file as part of your question because the error indicates there is something wrong with the syntax/content of the make file.

Do you have drush make installed? i think Drush 5 includes it but older versions require drush make be installed. What's the contents of the make file (test.make)?

If Apache was working and you followed that guide, which installs Apache, it seems the re-install might have reset some of your config items. Prior to pointed answer, this will take some digging to find out what the issue is. I would start with checking if firewall is blocking(do wget localhost, then do telnet localhost 80 and see what you get)

Look at logs/production.log or logs/development.log whichever you pointed and for this page look at the Sql generated. Then look at Load time and how long it took for each sql part to run/load. That gives you good clue of where/what to re-write.

Nope. if you're using .htaccess, you're already inside Directory container and can't put in VirtualHost. If you're using host company, just work with the .htaccess file and set your DocumentRoot
