How are you performing the replacement of the "{0}" part of the string? String manipulation should be independent of the browser locale as long as you are using unicode. It's only when it's presented on screen that things like RTL will come into play.

comment horizontal scrolling div not working in Safari
Have you tried changing the Doctype at all to see if there are differences? My example works on a site using XHTML 1.1 Doctype. There may also be issues with the scrolling DIV being wholly contained within another table TD cell - that cell could be affecting the width calculations of the contents.
