I tried configuring log4net in BeforeStartingService too (again with a different ApplicationName) - it works fine in console mode, and does nothing in service mode.

I have tried configuring log4net in code in the ConstructUsing - it doesn't work (if run as service). Apparently Topshelf creates an EventLog source named after the service in log Application by default. I tried changing the name of my source; no help. I'm trying to use Topshelf.Log4Net; I would think services logging to the event log would be a common scenario.

@TonyHopkinson I'm not writing any code to create EventLog sources. This is all in the Topshelf and/or log4net libraries.

Catching exceptions regardless of type is risky. Consider making this generic on a specific exception type, or refactoring the underlying function.

With ASP.NET Web API it appears that the Markers key (the extra level of JSON hierarchy) should not be used (although I didn't try it with a collection parameter). Thank you - your answer resolved hours of trial and error!
