I would strongly recommend that you rewrite your code to use an ExecutorService (docs.oracle.com/javase/8/docs/api/java/util/concurrent/…) instead. Doing this kind of thing by yourself is an invitation to bugs.

I would surmise, regarding 1, that this means synchronisation visible to the thread.As for nr 2, once the finalizer of an object has been run that object disappears so no further book keeping is needed.

Off the top of my head I can see no use for this. If the Thread object returned by Thread.currentThread() is static, then it would make sense. There is nothing the Thread source that indicates this and is it horribly bad design anyway.

Note that using CMS will increase the memory footprint. If latency is not an issue, use the parallell gc instead (the default on most machines) or maybe the G1 collector. I do concur in not calling System.gc(). If you have a memory leak problem, calling the gc will not help.

This might not be applicable but I'll throw it out there. By setting -Xms == -Xmx you disable gc ergonomics. You'll gain faster start-up time but the gc can't adapt your memory layout. This might be bad.Apart from that, you reclaim about the same amount of memory each time but it takes longer and longer. This could mean that you have more objects in old gen each time and/or that you have lots of references between old gen and young gen. Your object creation rate and count could be interesting.
