I should have mentioned this is running in a Rails environment, but the error I was getting was never uninitialized constant Org::Admin (NameError)... it was just inheriting from the top-level AppController. The bug was that AppController defined a before_action and Org::AppController called skip_before_action... but it was never getting called because I didn't realize it was inheriting from the wrong class.

I wonder if, considering Rails and autoloading, the fact that AppController might already have been loaded means it won't even look for Org::Admin::AppController unless it also has already been loaded...

comment Is this the safest way to copy a remote database to development?
Because of this comment, I ended up going with a solution that created partitioned database backups and stored them in an S3 server. That way, without touching the actual production server, I could just download the latest backup from S3 and restore from that in development. Thanks a bunch!

The verification object serves as a placeholder for the objects begin verified. It could be 1, it could be 4. The app has many different things that can be verified and all verifications will be handled through /verify/:type/:access_code.
