Sure use CSS as first choice but don't be afraid of XPath, it can actually save you from making multiple css selectors and iterative loops.

XPath is as ugly as the person who wrote it. CSS can be just as ugly if badly created (ie. take the CSS generated by chrome for this input box; #add-comment-28446852 > table > tbody > tr:nth-child(1) > td:nth-child(1) > textarea), nothing pretty about that. Now I know I could create a far better css selector using my experience but in that same way I can create good xpath. Xpath is a good choice for scenarios in which CSS cannot achieve such as text matching, dom walking, more supportive indexing etc.

This is incredibly inefficient. What could be achieved in 1 xpath request will now take several requests using CSS. If you use RemoteWebdriver(and especially if you use Saucelabs or BrowserStack rather than an internal grid), then reducing the number of selenium commands is really important to have fast test runs. And if anyone mentions XPath being slow, that is no longer true with modern IE versions and infact is shown ti be faster than CSS selectors

Just to confirm and to avoid all of us wasting our time here; are you automating Jira to perform QA on Jira such as testing a plugin, or are you automating Jira to replace a manual task carried out by a person? If it is the latter, then you should look at using the Jira API rather than selenium. This would be faster and more stable
