@tj111: A potential issue with commented out code like the snippet you have posted in your answer is that if some maintenance programmer updates foo() and removes the dependency on my_file.php they may not know to update the comment at the top of the file. The comment then hangs around and "lies" to every future programmer who looks at the file.

@fastcodejava: That's exactly the point! Always code to an interface, not an implementation. That way you can swap out different implementations of the List interface easily without changing lots of code.

@Wim: Good point. There are other approaches to deal with this. For example you could also make sure to not send email to any one server twice in the same second using a round robin strategy. That would allow you to have high throughput while not hammering any single mail server.
