I have some remarks for you. In my point of view a BaseClass (like your BaseData) should always be abstract. Thats what I would expect. I also would not name an abstract class without abstract or base in name(like your DataMonoBehaviour) because its just confusing.

yes, BoundedCapacity is always to the same value. Its also true, that the other recievers need to wait for the slow operation.

First of all - thanks. I was absolutly blind ... . But I need a block, which can send messages to multiple recievers. Thats not possbile with a bufferblock. Any idea how to solve this?
