My problem was that I was conflating raw strings with triple quoted strings. The purpose of raw strings is to simplify the input of backslash characters, whereas the purpose of triple-quoting is to simplify the input of quotation marks and newlines. They are separate features, and in the answer, both are used.

Thanks @Nick. I ran "sudo strace -f -s 2048 -p 1302" on the PID of the single httpd process, and I may have narrowed the problem to a mmap call following a successful open of the driver file, /opt/microsoft/msodbcsql/lib64/libmsodbcsql-11.0.so.2270.0. I've appended my post with what I think is the relevant excerpt.

Benny, thanks for your suggestion. I verified and ran the command exactly as you suggested, then restarted the httpd service. Unfortunately, no difference.
