It sounds like what you want isn't a randomizer, but a hash function - ie, something that always generates the same password, given an id/site combination.

(to be clear, the multicast port is what is being shared between the two vms; your setup might work if you disable muticast for the single-machine scenario)

I don't think that will work - all of the instances on the same cluster share one port for coordination - and they won't both be able to bind to the same port when using multiple jvms. You might want to set up a vm, or setup a second loopback adapter and use a proxy (say, fiddler) to forward ports around
