I would build a generic wrapper having a DisplayName and Selected as properties organized in a list inside a SetWrapper class. Now you can easily populate this to a UI list control and read and set the enum value through the wrapper.

Are you really sure, that an enum is the right choice here at all? You now today that there will be more enum values in the future that you cannot name today (XE7 or XTE ...). To me I would use a collection

When updating the listview you should use Listview.Items.BeginUpdate; try ... finally ListView.Items.EndUpdate; end;. Now it doesn't matter if you are changing 1 or 1000 itmes

There is no problem with 10000 items in an ordinary TListView. Are you still filling the listview from the thread? Every update (adding, deleting, update) of items will cause some work. Instead of feeding the list with single items in a short interval you should cache them and update the list when you have more than 50 items and/or more then 1000ms since last update. There is no need to populate the items 1ms after they occured

You should read carefully what I wrote: "you should not" instead of "you must not". There are some issues on file locking and remote locations that can corrupt the database (mentioned on the SQlite site)

SQlite and multiuser with direct connections to the database file does not fit together. (1) SQlite is not for multiuser (2) you should not open a SQlite database file from a remote location

What did you have in mind with that exception handling? To show up a message? Just remove the whole try..except and you will get a message ...
