To make a bat script that supports more generic character sets, you might want to use chcp 65001 (UTF-8) instead of chcp 1252 in your batch script. I find it ironic, however, if you save that bat file as UTF-8 with BOM, and your console is 850, the first line will cause an error message because of the weird characters at the start of the first line (ie. the BOM). But by saving the file as UTF-8 without BOM, it worked fine!

Also, the trick mentioned by @sdplus seems to work! I think what happens is that when you first paste and do a "text to columns" maneuver, you're configuring the quoting and field separator stuff in Excel. The second time you paste, it uses this configuration, and splits the data correctly into columns based on the configuration. But this seems to be a very manual approach.

The File.slice() method makes it possible to read part of a file (File inherits from Blob): developer.mozilla.org/en-US/docs/Web/API/Blob.slice so the remaining work would be to let the web server request byte ranges during reading, and send those ranges in the order requested. Seems possible, has anyone done this?
