Would it be correct to say that you want to iterate the map twice (inner & outer cycles) and in the inner cycle you want to go over the elements which were not visited in outer cycle ?

@CoinBird If you can't use array/indices then you can't use charAt() which is just fancy name for index in the underlying char array.

Maybe the object should be added first and then notifications sent ? If there is some exception then listeners will receive event that didn't really happen.

Steve, I understand your point but if locking is ignored or all locks are collapsed into the single one then this code should not take 17 secs to execute and there should not be any difference between the same code without any locking (~1 sec on my box).

@vcjones: I've started with CAS because this is what is used in Disruptor framework and didn't see a lot of difference between JVM and CLR. The thing that caught my eye was the time to take an unconteded lock.

Only tests/prototyping can tell whether it's suitable for you or not. However Rx is based on TPL to deal with concurrency so it should be guarantee quite good performance metrics.
