So if report_hash[user_id][reason] is not nil, I want to increment whatever the current value is by one. Which I realize your example does, I think I just had a total brain fart on the += 1.

Hmmm I could have sworn I looked up incrementing for Ruby and found this operator. I want to increment whatever is the value attached to the reason key for each user id so I imagine something like report_hash[user_id][reason] += report_hash[user_id][reason]

Can you use other python modules like regex? If so you could match the regular expression for the substring in the main string and return it. It's not using any of the python string methods, just a different python module.

A great place to start is download the scikit learn source code and look at how they implement decision trees -- it's something I've done before with Numpy and matrix multiplication. You probably wont write code that is as fast or as optimized as scikit learns, but you'll understand how it's implemented.
