Joel it is included with the two (I believe) top MSDN subs, but also one can grab the free version of Blend with the free VS Express version for Windows Phone dev.

That's a bit misleading. What you can do 'visually' is fairly substantial. It may be the case that you or he doesn't need or use the features, but you're hardly going to draw anything other then primatives in VS with any ease. For instance, trying to do complex overlays, matching certain types of color, complex pen paths and the like might be possible in VS but even saying it would be difficult to do would be understating.

@offbysome Agreed.The OP question seems fine as a ‘developer support’ question and off-topic as a SO question. I don’t see how this can work. Are FB Development CSS questions now on topic? Are there going to wind up being a half-dozen FB dev support SE forums? Facebook.programming, facebook.stackapps, facebook.webapps, facebook.ui, etcetera? This seems like one of those management thought it would be cool if..decisions.

@offbysome As the blog says, "new official developer support channel for all Facebook developers." Have fun trying to convince people that questions about development are off-topic. This should have been a stackexchange site. I can't see FB thinking the standard SO approach is going to work as a "new official developer support channel for all Facebook developers."
