Use 'int board[ 3 ][ 3 ]'. When you declare an array, declare its size, not the last index. 0-based subscripting can be confusing. :)

OK. But then you use the % operator to send each query again in the inner loop? How are you intending to break out of the inner loop, other than on a failed send()? If you only want to send the 4 queries, once each, is the outer loop even necessary?

Heh. What a confusing message. At the root of it, as Jeff says, you want an int* as your 'list'. The reason the compiler says that 'index' must have a pointer-to-object type is that array subscripting is commutative in C.
