If I understand you correctly, you are concerned that someone is registering new accounts in a loop for your web application. This will be difficult to prevent reliably as you may have many different users coming from for example the same IP address (in case of a company proxy or something). I'm not really that familiar with Tomcat, but I would expect that you'd need to build mitigation for this in the app itself.
