This was a poke around at a mock(way not even close to trying to be optimized) algorithm to do deflating. I should be considerate when bringing it on Stack, though. Sorry dudes. And thanks for the feedback as always. All I wanted to know was whether or not I could reference self during a comp. Got me answer :)

@MattBryant, I am aware that a for loop would be clearer. I was simply curious if there was some nice reference to the dictionary/list I was building during the comprehension to check its contents as it is building.

It's the little syntactical errors that always get me. I really appreciate the response. That worked. You've also taught me a little more about relative and absolute paths, something I knew was important, but haven't read a whole lot about. Thanks again.

How would I, as you say, hit the API directly then? Do you mean graph.facebook.com/somestuff? I just touched facebook's Graph API for the first time yesterday. Sorry if I'm missing something obvious.

It's a static file; I made all the recommended changes and I'm now just running a little jQuery script to just LOAD the xml raising alert confirmations or errors depending on successfulness or failure. It's failing. I'm referencing the file in jQuery.load() method as /static/xml/cities.xml

Yes, app_name/main.py, app.yaml, index.yaml, templates, static. I'm doing the same. GAE is pretty sweet, otherwise, though. I appreciate the help, btw!
