I assume you meant that require lib/my_library1.3 doesn't work. Presumably this is because it thinks the . is denoting an extension and therefore is looking for a file, not a directory.

Newer versions appear to require a string for the name. An empty string works fine, i.e. Gem::Dependency.new('', '~> 1.4.5').match?('', '1.4.6beta4')
