Thanks for putting the time in for this answer! I think what we're going to end up using FarmHash instead. Hopefully Google will add that to BigQuery functions one day...

The timestamp parsing seems to have just updated (over an hour later). The timestamp shows the correct value now. Any insights into why it would take so long to parse??
