The asker mentioned they were using PHP, so the code sample may not be appropriate for them. The garbage collector should automatically cleans up non-persistent SQL Server connections when there are no more references to them (and all references would be dropped at the end of the page cycle), but maybe the asker is using persistent connections, which requires intelligent connection reuse.

Pretty soon Sass will have proper lexical scoping, and you'll be able to override global variables like this: $var: newvalue !global; -- Sass 3.3 already gives a deprecation warning when you override a global without !global.

Nice solution; I like the fact that this keeps everything ordered and predictable. This seems like a 'correct and complete' solution. One comment though: the extension method didn't work, in the sense that the compiler wasn't smart enough to coerce the int value of GetHashCode() to a uint. I didn't want to do the edits to your code, cuz it seemed like it would just add noise.

Just a note: if a form doesn't have a submit button (either <input type="submit"/> or <button type="submit"></button>) it will only auto-submit on Enter when it's got one text input. Forms with submit buttons should submit on Enter regardless of the number of text inputs (although that isn't happening on a form of mine right now and I don't know why). Also, if your <button> element has no type, it'll act as a submit button in older versions of IE.

One of the frustrating things about semantics is that sometimes there isn't a right or wrong answer. <dl> is appropriate (thanks to its new meaning in HTML5), headers and paragraphs work well too, and you could also use <details>/<summary> to make collapsing FAQs if you have way too many questions and want to keep it tidy.
