Thanks so much! I think I've got it, though altered still just slightly from your final suggestion here. I want the urls to be the correct links, so no #'s. But a copy/paste of the code from you last comment did it. Final Fiddle.

@mdesdev Did that work for you? Do you have a working fiddle? I did add e.preventDefault() after the fact, so I'm not being taken to the URL anymore. However, I'm still not getting linked down the page. I know I'm getting the values #portfolio and #love in the target variable, but .offset doesn't seem to be using them appropriately.

I've updated my fiddle attempting to extract the path name of the href url and use it to find a selector down the page, but I've obviously got something wrong because I'm just linking to the url.

Thanks, but this doesn't get at the heart of what I'm trying to do. The navigation will always be visible. What changes depending on javascript being enable is where the user is being taken, that being either down the page (if javascript is enabled) or to the url (if not enabled).

I see. Thank you for the explanation. I believe the best option for me is the last one you described, that is, using the path part to link down the page and avoiding any additional attributes. Now to code it...

Sorry, that doesn't really work for me. It assumes I know the width of the space between the second line of the header and the containing box when I don't. Like I said, the content will be dynamic, so if that blank space is ever smaller than 150px, or whatever I set the max-width at, the p block pushes to the next line, which I obviously don't want.
