Then increase the number of latent factor and try to rate more movies at the beginning. Otherwise, there is nothing wrong with what you get. You only use items and users id so the recommendation is somehow limited. Others methods can use the additional information and improve the recommendation (like using the genre of the movie or the date it was released). I guess you hit the limit of Matrix Factorization here and there is nothing you can really change (outside increasing the number of latent factor and rating more movies).

Well normally before updating the weight of your neural network, you have to go through all the dataset. Your problem is that your stop threshold is compute only on one "line" of your dataset and not the entire dataset. So you should sum the error for each line and from here say that the all error need to be less than x. If you have 1000, let's say that you maybe want a threshold of less than 1000*0.01 more or less. You should try to print your error based on the number of epoch and see what's happening.

How will you compute the output of each of your neuron? Do you plan on using a sigmoid function as activation function?
