Yes, I tried that as well to no avail. Ultimately, I had to contact them to have them enable it for me. So lame.

Yes they do, and when I tried that (even before your suggestion) it gave me the error You are logging into the account of the API caller of this transaction. Please change your login information and try again. After playing around with the configuration, like removing the subject, I can get it to give me a different error which is This transaction cannot be processed due to an invalid merchant configuration. Lots of reading / searching implies that this is a Paypal bug with their payments pro not being enabled properly. I couldn't find anywhere to enable it.

I'll mark yours since you took the time to write it up, and I think it is a valid solution to the problem I was encountering, even though it isn't exactly the one I used. See below for my solution.

I've realized since I did this, that the MyDataContext class I made is basically useless. I create the db instance in the FooService and pass it around from there. I could have just as easily created the instance in the FooService constructor. hmmm. Maybe if MyDataContext used the trickery from Ben Tidman then it could be useful... interesting.
