for row in output_summary would make row iterate through the column names of output_summary. Did you mean for idx, row in output_summary.iterrows() instead?

What does "After the 3rd element" mean? Do you mean after the third element of rl? i.e. rl[3:]? But the fourth element of rl is due to rl.append(31), which corresponds to \x1f, not \x20. So the result is as one should expect. The last two values in rl are due to rl.append(32), which does correspond to \x20, but they are being printed as spaces.
