What do you mean by "terms"? AND conjunctions? How many of the 39 variables are present in a term on average? What reduction would be regarded "good"? It would help to see a small sample of typical terms.

TlsECCUtils.readSupportedEllipticCurvesExtension is called in AbstractTlsClient to determine the supported extensions. It appears that the servers in question do things not supported yet by Bouncycastle.

Could it be that the TLS server is using a server extension to express his Eliptic Curve Code which is not supported by the client? This is described in rfc4492 in section 5.

An if-expression evaluates the first parameter as condition. If the condition is true, the expression returns the second parameter. The third parameter is returned, if the condition is false. In SMT syntax, this is known as ITE or if-then-else operator. If-expressions allow an elegant conversion from boolean to integer. A cardinality constraint defines how many variables have to evaluate to true. It can be of type at-least-k, at-most-k, exactly-k or between-n-and-m.

Which parameters are fixed and which are variable? Can you vary the start/end times and locations of the trips? Do you have other constraints like driving hours of the drivers, maintenance intervals of the busses? What is your cost function?
