Is your webServiceURL receiving a request for serials and is it responding appropriately? Is this request followed by a second request to receive the updated .pkpass bundle? Is the updated .pkpass bundle different to the original bundle? Is a changeMessage set for the value that has changed, and does this message contain %@? You are developing in C# and so may not have access to Xcode for debugging - if so and if your webServiceURL is a public URL, if you can post a link to the .pkpass bundle, we can help diagnose for you.

It helps to have a Mac and Xcode for debugging, but it is entirely possible to run the entire web service on a Linux box. We use our own privately developed Golang packages to provide the web service and to compile and serve .pkpass bundles but there are also plenty of public PHP libraries that you could run behind an Apache server if your volumes are not so significant. The most challenging part is tracking devices against the passes that they are holding. For that, then looking at Apple's ruby sample SQLite schema would be a good place to start.

There are many PHP libraries to create PDFs, but to achieve what you want is not a simple task. You will need to unzip the .pkpass bundle, parse the JSON then painstakingly construct a PDF document using layout and formatting rules that you will have to reverse engineer from the proprietary Passbook application. This is not a project for the feignt hearted and there are no existing classes or libraries.
