Thank you all. It seems not a good idea to mix up setting the itemssource in code behind and the SelectedValue in xaml. I had tried not to but was having trouble with the binding. Now I've got it as follows (I am going from complete newbie to a binding and styling wiz in a few, kind of painful, days!).

Also, I double double checked that errCode is int and matches the errActionCode (also int). I display the errActionCode fine in a textbox within a dataTemplate as a test. So the problem seems to be with binding to selectedValue See code in following comment:

So, the ElementName on the binding matches the name of the DataGrid to which the DataGridTemplateColumn belongs. My thinking is that the data context of the comboBox is now perhaps defaulting to the itemsSource for the control. I did try the same code without elementName with the same result, namely that the drop downlist displays and is populated but doesn't bind to selected item/value.
