If you're using wp_unique_filename() directly in a function, you can do whatever you want. In WP core the only case you can actually specify a custom callback for wp_unique_filename() is when you're using wp_handle_upload(), e.g. wp_handle_upload( $files['file'], array( 'unique_filename_callback' => 'my_unique_filename_callback' ) );

PHP doc says: "Like any other PHP static variable, static properties may only be initialized using a literal or constant; expressions are not allowed." Something like this could work, but only looks at and passes the attr of the first shortcode on the page: if( ! defined( 'SH_C' ) ) define( 'SH_C', $atts[0] ); static $i = SH_C; But if you start adding numbers as atts, incrementing programmatically stops making sense, no? Maybe a better idea to preprocess the_content and add atts dynamically, i.e. before the shortcodes are processed and rendered?

OK, I'll post a solution as an answer, but I think you should investigate what causes the default new user notification to malfunction. As far as I can see, it has nothing to do with the plugin.
