In the past I have used a background image on the page its self , see technet.microsoft.com/en-us/library/dd239334.aspx there are limitations with this approach

If you are using a windows form application, you can user a browser control "System.Windows.Forms.WebBrowser" Drag that from the tool box on your windows form, then set the control document text to your html. eg - webBrowser.DocumentText = "<h1>hi</h1>

From experience with ie I also found having fixed pixel column width for your td elements greatly reduces the time to render.
