For clarity, glosrob says "eg on the form". Actually, Forms are the ONLY place that "Business Required" has any real impact. Workflows can ignore them (when running, not when editing as that uses a form), data import can ignore them (despite nagging the user it will just work), and of course javascript on a form can change the requirement level to make things interdependent rather than "hard" dependencies in the database ("If you choose option 1 for field A, then B is required, else C is required")

"what if someone accidentally deletes records at 9PM and our last differential backup was at 1 PM – data is obviously not going to be in the backup". I'll tell you what would happen if that occurred: One of you is going to get fired. The guy who did not do backups more often (even though that could get silly when they take longer to run than the time between them), the guy who gave users security roles which allowed them to delete records (even though that is what the business asked for), or the guy who pressed delete and then confirm, then changed his mind.

I would extend that with "cross-filtering" - filter Account by Contact and Contact by Account, so the user can choose whichever is easier first. Maybe they have the Contact's name in their mind, or maybe they don't know how to spell the company name. Or vice versa. Also helps if they can create the child record from either parent since one or other lookup would already be populated. You can run a workflow afterwards to validate this as well, or to auto-fill it for the user.

It would be interesting to see how they "assume the address 1&2 are ignored". If they do this by using the address number then that is clearly relevant, if they simply return collections of address records linked to the Contact rather than using the address fields on the Contact entity then that should still work (not forgetting that the fields "on" the Contact record are in fact just two more address records). It sounds to some extent like someone has over engineered things to make CRM work in a way it could already do much more simply by itself, and now you are having to work round this.
