@Teepeemm, regarding the 101.2 --> 0.1, this is effectively returning the power (precision?) of the relevant digit (I'm assuming I can find the value of the digit if I know what position to look for it in). 0.1 = 10^-1, which is the relevant exponent version.

@Andrew Johnson I hadn't thought about that/usually don't need to worry about that. Without reading up more on the particulars I'm assuming '1.1 + 2.2' = 3.3 instead of 3.3000000000000003, in case that impacts things.

I was trying to make this interoperable with other software down the line but didn't want to muddy the waters. I was also trying to understand what was going on (but wanted to ask a specific answerable question). In case others stumble on this, if you're interested in better interoperability with other programs google for things like "schema.ini" and "csvt file extension" (solved my ultimate problem, but answer below still helped)

Just to add on, in case anyone else finds this useful in the future: I tried setting quotechar=" " based on this answer (yes, perhaps silly in practice but trying to understand the behavior here) and got output the I was after: 'item1,"01",001,1' (I didn't realize the default behavior was to use double-quotes as escape characters, i thought it was translating to the python triple-quote method of designating a string)
