I'm a Professor in the Department of Management Science and Technology at the Athens University of Economics and Business and the author of the books Code Reading and Code Quality: the Open Source Perspective. I'm also a member of the IEEE Software editorial board, where I contribute the regular Tools of the Trade column.

A few years ago I put together the UMLGraph declarative UML diagram tool and Java UML doclet, and in a previous life I was a four times winner of the International Obfuscated C Code Contest.

You could precompute some constants, use modulo arithmetic, or a loop. Look at the source code of strftime.

Another reason to avoid the compile step is to bring the regular expressions closer to the point of their use. I had a loop with tens of substitutions. Inventing names for the compiled regular expressions, and having to lookup the number of RE brackets at the beginning of the loop made the program less readable.
