Yes, being at socket layer is better, because otherwise you might mess up with the protocol. You can use to kernel sockets to get appropriate payload (ethernet, ip, etc.). Also, there is no big advantage by reducing a couple of function calls. The overhead would be negligible, since you are already inside the kernel (unlike reducing system calls). What is mobile data usage scheduling? This is an absurd and very shallow question. The call handling and mobile data usage monitoring is not done by the kernel. It is done by userspace processes. This has nothing to do with process scheduling algo.

I am not clear how the physical base address can be 64-bit. Can you please put some light on how the 32-bit virtual address is resolved to physical address (esp. to get the 64-bit physical base address of the PTE)?
