@Dave: in Italy Bancoposta has been doing it for years, it changed to a real system only a few days ago. I know also banca Carige uses a similar stupid system, requiring you to input a single-use token then send you by paper mail (!!). Finally, I'm sure there's at least another big bank here that uses a complex and retarded system, but I can't remember which (I could investigate if it did matter but I believe it doesn't, does it?).

TextMate is not an IDE but it's definitely the best text editor, consider it in case you decide you do not really need an IDE.

The point is: keeping the server closed does not provide extra security. It's clear you don't know how to do security (no offence intended) so just accept what people more knowledgeable tell you ;).
