There's no approval needed to take your app out of development mode [ just a privacy policy URL and contact email address], but until you do, the app and any content it creates can only be seen by you (and any other admins, developers, testers, the app has) - see here: developers.facebook.com/docs/apps/register#development-mode

What do you mean 'share to someone else's'? You mean when someone else uses the Like button it doesn't post to their profile? Is your app still in Development Mode? If so, things posted by the app are visible only to admins, developers, testers of the app

almost certainly the issue is what Paul said, that the call you're making isn't actually valid, and you're trying to access something not visible to the token you're using (note that 'not visible' may mean it doesn't exist, was deleted, isn't a real ID, etc)

Do you have a server-side store of users? You could check that when a user logs in to see if they're new/returning? I don't think it's possible to determine from calling that method if it was a new or existing user

Is the access token you're using with the API from the same user who's making the queries in the UI? there's no explicit goal of parity between the UI and the API search, but they should generally return the same results in response to the same query from the same user

206 isn't a problem; Facebook's crawler is not asking for the entire contents of the page (I think it's just 40K?), so your server will respond with 206 - if there's some problem with Facebook crawling your page, the 206 isn't the cause of it
