Anything which requires ads_management permission or Ads API access should be marked as such in the documentation (and anything under the Ads API section of the docs can be assumed to require ads api access) - if not, you can file a bug report against the docs and we'll make it clearer

If you're getting that error on behalf of an admin or developer of the app when trying to access the API on their behalf, please file a bug report - As far as I know that message should only appear if the API call comes from a user who's not an admin of the app

No, user access tokens are either short (~2 hours) or long (~60 days) expiry, but can be invalidated for other reasons - to access someone's data / access Facebook on their behalf they need to come back to your app or site periodically

Why can't you use the normal documented login flows? you should get a long-lived token automatically using the server side OAuth flows

Where are you getting the IDs from? Is it possible the user (whose picture you're trying to fetch) blocked your app subsequent to your fetching their ID, or something like that?

The implication is whatever variable you're calling {app-scoped-user-id} in your example is null or empty when the request makes it to Facebook's side - is that likely based on your code?

The error almost always means that toggle on Status & review is set to 'no', the user is blocked (rare) or there are country / age restrictions on the app (unlikely but not that rare) - are you sure you're using the same app ID in the login code as the app whose settings you're checking? I've seen people confuse dev/QA/prod app IDs often

Being an admin, developer, etc, shouldn't affect the ID returned - that should be based only on which version of the login dialog was used to grant permissions, as far as i know

Users logging into your app with v1.0 will get the 'original' ID, users logging in with v2.0 or later will get app scoped IDs - this is based on which version of the oauth dialog that user users to grant your app permissions

Then where are you getting the app scoped IDs? v1.0 apps should still get a canonical ID unless they're using v2.0 of the Oauth/login dialog (or to put it another way, users logging into your app with v1.0 will get the 'original' ID, users logging in with v2.0 or later will get app scoped IDs)

The ability to fetch a user's friends doesn't exist in 2.0 and neither does the ability to invite friends to a list - i suspect this is probably working as intended - it makes sense that users who authorise the app using v2.0 (i.e for whom you get an app scoped ID) aren't invitable via the API
