Those instructions github.com/mono/mono/blob/master/README.vsnet are very old, and relied on VS2005. I'm not sure everything was rightfully updated to work with VS2010. Anyway libmono.lib should be compiled from the very solution (it is a project which mono depends), but beware of hardcoded paths, as warned in that readme.

You in truth one can create an wrapper class, as I suggested in my answer, and use extension methods to easily convert any IEnumerables to the new interface that marks the immutability and is implemented by the wrapper class, then you can simply specify at the function parameter level that the new marking interface is required.

@Aaronaught What I've said is, if you are 'required' to have recoverable passwords, the inherent risk is lower if it is not the only authentication factor, and it is also easier for the end user, if that workflows reuses factors that he/she already possesses and has current access to, than trying to remember probably also forgotten 'secret answers' or using time-limited links or temporary passwords, both sent through unsafe channels (unless you are using S-MIME with client certificates, or PGP, both incurring costs specially on management of correct association and expiration/substitution)

Also there is the issue of your own code reuse in the iPhone/iPad with MT. We have some crypto code, and business logic code, running on our server and desktop counterparts, that we could just recompile with MT and use in our iOS client app. That may be important for some projects.

Note that in this case the Linux (or some other supported OS) is implied, and so you need a suitably powerful ARM CPU and enough RAM and Flash storage to boot the OS and Mono. I developed an embedded solution with a 500MHz CPU, 64 MB ram, and 16MB Flash which worked fine.
