have you confirmed via jconsole/visualvm? i use the same as you with no problems, perhaps its down to when you call the method? If you call the same via the jconsole mbean interface, you should see a non-zero number... you can also try getThreadUserTime(id)

I'd think about a single queue with multiple consumers. A consumer would be a thread and then you'd tune the number of threads to efficently consume. I can't see what multiple queues, round-robin gives you...

@Daniel. Really? ThreadPools like that sound different to what you were asking for. If a thread in a pool is in the WAITING, TIME_WAITING or BLOCKED (for example from a sleep or IO blocking call), it won't be suspended / killed - it'll be waiting or blocked. That thread will NOT be available to process another task. System resources are taken up when creating threads, so although the thread creation wont be repeated, you can still run out of threads. You seem to be describing something like Comet in your question..?
