This answer doesn't get enough attention, possibly because of the lack of explanation both here and on the linked, messy, cheat sheet. the norm command runs the normal mode commands equivalent to the letters that follow it. So here it is running j to move down a line, and dd to delete it. This is generalizable to the Xth line by adding more 'j's in this case.

That won't work as IWshShortcut.IconLocation is a string, and Image.FromStream() is an Image. You have to write the Image out to a file, & point the IconLocation at that.

Thanks for marking it as the answer even though I didn't solve the problem. I've just had a brainwave - you should easily be able to get what you want by installing Pidgin (or another IM client) on the server, turning on its sound notifications, and then using TeamCity's Jabber notifications (which I believe are supported in TC4). If TC is the server's only IM friend, the noise will only fire when it gets a message from the TC server :D
