@mwd: With the "bunch of swaps" you probably mean In-place matrix transposition. I once asked the question how to swap array-elements to transfer the array from a column-like into a row-like representation.

I have not written Python code yet, but the algorithm should be applicable to any language with bit manipulation capabilities. I did a google search: The operators >>, *, & have the same meaning in Python. Sure you have no built in 64 bit integer data type, but the type long with unlimited precision should work.

I also did a web search for distance functions. I didn't find such a function but two interesting papers: Application of Freeman Chain Codes: An Alternative Recognition Technique for Malaysian Car Plates and A Complete Bangla OCR System for Printed Chracters.

I did not know anything about chain codes before. The distance function was my second thought. My first thought was (at viewing at the chain code of the deformed 8) to rotate one chain code until the best match (the most correspondences of the chain code positions between two chain codes) was found. But then a quite simpler solution (lengths of each direction) came into my mind, which should also give good results, so I make it an answer.
