The premise is wrong if you don't have an ORDER BY clause. Without it, no particular order is to be expected. Per the manual: If ORDER BY is not given, the rows are returned in whatever order the system finds fastest to produce. (postgresql.org/docs/current/static/sql-select.html)

There's nothing special to do, since a bytea column in NEW in a trigger is actually not escaped. Please show the code and error message or reproducible test case that makes you think otherwise.
