It's procedural code, so the language should be plpgsql and not sql.

When the postgresql server package is installed there's probably a non-fatal error saying that no cluster (=instance) could be created. You need to figure out why and solve that problem. It's often a misconfiguration of locales.

PostgreSQL uses the order of the locale from the operating system. If you use the command-line sort utility with the same collation and the same data, that should output the same order.

Maybe it's the read commited isolation level being inadequate as opposed to a bug (that's why stricter levels exist). More context would be welcome: does insert into charges happen in the same transaction? Does anything else relevant to this update happen in the same transaction? Do these transactions ever rollback? Can offerings be modified by another session during this update?
