I have already sent the solution I have proposed in comment under the original question for testing yesterday, seems to work fine. Sadly I don't have time to implement/test your solution properly at this point - I might come back to it if I get time in the future and I'll let you know whether or not it works. At any rate, while untested, I don't see any reason as to why it should not work, and so I'll give you bounty/answer (at least for as long as it goes untested). Thank you for your effort.

I have solved the problem, albeit the solution is extremely far from perfect. Whatever encoding Jet.OLEDB is using seems to be (at least for the characters that matter) 8bit character set, and so is kamenicky encoding. Therefore, after OLEDB provider is finished writing the file, I open it again in its byte representation and manually replace characters so they adhere to the kamenicky encoding. This is, of course, not an answer to the original question - just a solution I've had to turn to out of desperation.

Yes, @john-saunders's reply has pointed me in the right direction. It seems that my colleague didn't actually send a SOAP envelope at all, which is what confused me in the first place - I am now attempting to build it up and write it into the HttpWebRequest. (It's especially confusing since the web services accepted proper arguments and returned correct values, then again - I will be the first one to admit I'm far from being an expert on the issue. Bloody inherited code.)
