No, if your server is listening on 127.0.0.1, you will not be able to connect to it from your development machine without SSH tunneling in (see my answer). It is generally not a good idea to listen on a public interface (anything other than 127.0.0.1).

Very interesting - it is in the path! I also had to restart the server after my bundle install. Now I'm not entirely sure what I changed, but I'm using bootstrap-sass now instead.

I see. That gives me the error File to import not found or unreadable: bootstrap. Load path: Sass::Rails::Importer([redacted]/app/assets/stylesheets/application.css.scss) (in [redacted]/app/assets/stylesheets/application.css.scss)
