Unconditional jumps would make it difficult to compile to a high-level language. Also, while I have never seen it, it's possible to alter routines during runtime.

If nothing happens you don't need to worry about controlling throughput. If data is ready to be read you can ignore it if your throughput is currently to high. The point is that select does not read any data. It just lets you know that data is available. TCP congestion handling will slow down the data transfer automatically if you don't read the data when it arrives.

Not really an answer to the question. There are many applications where multi-way branching is unavoidable and its performance is important (e.g. interpreters).
