The function can change it by setting it to a new object, just as you identified with the swap function. The caller of the function would expect 'immutable' objects to be unchangeable.

What do you mean by "passing the storage itself"? In C++ passing a reference to an object is passing a pointer to it. And C++ does not have immutable objects, if you pass a const reference you cannot make changes to the object
