You could have a look on how this is handled in scala/akka for example. A more functional style with pattern matching is easier, more flexible then oo in this case. The functional patterns also apply in Java, but won't fit as nice as scala.

Not an answer, but in my experience it's very hard to be sure tomcat really stops. My advice is to run tomcat as a service. Besides other advantages, it will always make sure tomcat is stopped when shutting down the service.

Overread that part, makes sense now. I've verified this in a small test app and it works. However when I create a reference to actor B before it's created the ref will always be to a terminated actor, even when it's created just after getting the ref. If it would always traverse the actor tree shouldn't it become a valid actor ref after it is actually created?

A java File object can be a File or a Directory. When it's a Directory (f.isDirectory()) you can use listFiles to get all nested files (which can be directories as well). Use recursion to find all files which match your criteria.
