There is a pragma, SERIALLY_REUSABLE, which satisfies the requirement, but in a slightly different way by re-initializing package state with every call.

@Alex That syntax is not available in Oracle. It looks useful though and would prevent some subquerying. What platform is it valid on?

NULLs aren't indexed in Oracle, so if your index contains a few Y characters, but mostly NULLs you will have a very small index.
